    1. Indian citizens studying abroad appear for NTSE directly in the second stage. They are exempted in appearing from the ntse first stage.

    2. Is that not cheating ? allowing foreign students to get scholarship by giving them a chance to attempt NTSE and that too allowing them directly to the second Level .
